The President of the Republic, His Excellency Ismaël Omar Guelleh, initiated Vision Djibouti 2035 to make Djibouti an economic, financial and commercial hub at both the regional and international levels by 2035. The strategy of opening up markets in the telecommunications and energy sectors, as well as the desire to attract foreign investment, make it essential to establish a regulatory body to separate the function of service provision from that of regulation.
It is in this context that Law No. 074/AN/20/8th L, establishing the Djibouti Multisectoral Regulatory Authority and Decree No. 2022-047/PRE, implementing the former law come into force. The Djibouti Multisectoral Regulatory Authority (ARMD) is an independent administrative authority whose purpose is to develop the sectors under its responsibility by promoting competition.
In this regard, the above-mentioned law assigns it the following tasks:
• Granting authorizations, licenses and concessions to private operators wishing to invest in regulated sectors;
• Planning and managing the radio frequency spectrum for various users;
• Applying the laws and regulations governing the regulated sectors in an objective, transparent and non-discriminatory manner;
• Monitoring the quality of services offered by operators, ensuring their availability and accessibility to all consumers;
• Protecting the interests of users, operators and the State by promoting the development of effective, healthy and fair competition.

In order to carry out its missions, the ARMD is authorized to conduct inspections at the premises where regulated services are provided, impose administrative sanctions in the event of violations of laws and regulations, monitor, cancel, suspend, modify or revoke licenses, and implement dispute resolution procedures concerning regulated sectors. It has the human, financial and material resources necessary to carry out all the tasks assigned to it.
